What is the Avaivartika Bodhisattvas ?. Ancient Virtue's commentary tells us that the lowest status is the Seventh Stage of Development of Perfect Teaching, and the highest status is the Bodhisattva of the Stage of near-perfect enlightenment.
Or in other words, having just been born in the Western world of Ultimate Bliss, your position is the one from Seventh Stage of Development upwards to Stage of near-perfect Enlightenment. which is scary!
That's why it's called "the Dharma, difficult to believe, extremely difficult!". Who can't believe it? the Sravaka of the ten directions, the Pratyekabuddha, and Bodhisattvas did not believe it. You can see how hard they practice, and the rewards they get are small,
